Ensure the new instructor endpoint (that utilizes a local cache) has a catch and returns an empty object when no instructor exists in the POS.

Instructor Schedule Priority Hint

Add a priority hint to the Instructor Schedule Batch table and process batches based on the highest priority batch being processed first.
